Universe 11 doesn't have saiyans, because 'FemBroly' isn't a saiyan in the first place. There's never been any type of saiyan transformation like that in the canon timeline. Whether she's from U6 or U11, she's a completely different race.

I'm still in the "wait and see" camp. At this point we just don't know enough, and speculations and assumptions only get us so far. That's why I only refer to her as the "Female character who has a transformation that looks similar to Broly." Maybe she'll be a universe 6 saiyan and that will be a transformation, maybe she's just a huminoid alien from another universe with a specific transformation that just happens to resemble that of Broly. We wont know till we finally see her in action

I feel like this possibility should be emphasised more. It seems that whenever the Brolyne in Universe 11 idea is brought up, the "saiyans only exist in Universes 6 and 7" argument is used as a counter, when in fact, she doesn't have to be a saiyan at all. That's just an assumption a lot of us have made, and as we know, many people making the same assumption doesn't make the assumption any more or less correct. She could just as easily be a member of a race that's very similar to the saiyan race but has a green super form instead. We don't know yet. Perhaps we will when leaks come in later this week.

Knowing Toriyama's penchant for doing the opposite of what fans want, I wonder if she actually isn't saiyan at all, but a Universe 11-only race.

This. Everyone's assuming that she's a Saiyan, but that's what it is - an assumption.

Her hair is naturally greenish, while Broly's was only that way because of the aftereffects of the mind control diadem, later his hair reverted to proper gold. So that woman has a trait that makes her different from all Saiyans, including Broly.

Maybe she was originally a Saiyan from Universe 6 or 7 that somehow moved to Universe 11.

I doubt it. Last episode U11 acted like transforming warriors were new to them and they had no idea what a Super Saiyan was. Plus that same sequence also had Botamo and Buu together.

They were "together" because the Universe 7 list ended with Buu there. They didn't show the full team, only the ones already confirmed in-story. After Botamo, there was Frost, so they were grouped by universe, not mixed up.
