Dragonball GT Contradiction

In GT, goku turns into an oozaru by staring at the Earth thinking it's the moon. I thought planets don't allow that because it has not got any waves of brutz/blutz. :?:

Allegedly, Bruitz waves are found in sunlight that's reflected off of, I'd assume, any heavenly body. Moons just happen to be the most convenient and common, but I don't think there's any reason why a planet couldn't give them off, either. Heck, a planet might put out more than a moon.
