Clothes are a barrier. To see them removed from a character opens that character even further on both a physical and spiritual level for the viewer to consumer. The wholesale shaming of nudity is a weird concept that has been pounded into our society so much over the generations that any and all genuine nudity has been turned into this extremist taboo. By the way, there is nudity in the Majin Buu arc of the cartoon, specifically during the first Super Saiyan 3 transformation, Gokuu bathing with Goten and Trunks and the first Super Saiyan 4 transformation scenes. In those contexts they're either played for laughs or drama. Rarely is Dragon Ball's nudity sexual in nature.
