It depends what form he uses against Buu first. If Goku does have to transform into a Super Saiyan against Android 17 though then it would go a long way I'm showing that Goku is back at his Buu levels. Super Saiyan Goku should blitz Android 17 though so unless they say he's trained and got stronger now too then I don't know how any of these fights are gonna go.

Going by the manga Krillin should be inferior to First Form Frost though because he couldn't see him fighting. Goku seemed as though he were above Third Form Frost and Final Form Frost so there should still be a considerable difference between Goku and Krillin.

I'm not sure if it might have been mentioned here already but according to the previews Herms translated Android 17 is now more powerful than he was before. So I suppose they can train and get stronger like everyone else.
We'll probably have to gauge him off where Goku is rather than the other way around then. Maybe see how he holds up when compared to Buu.
It also mentions Gohan and Piccolo training so I'm hoping that would be where Gohan would achieve the Ultimate form which would mean that Base and Super Saiyan Goku would be below Ultimate level at least during the exhibition.

Just remember, Goku is sparing with them, just to see where they're at in terms of strength. When you spar, it doesn't necessarily mean you have to use your true strength. I'm just wondering where Piccolo's at.
He's been training with Gohan for a few years at this point, managing to get the boy up to actually giving his dad a good spar as a Super Saiyan. Would Piccolo be equal to base Gohan, or has he surpassed him in base again?
I ask because we see that Piccolo got stronger after training with Gohan following the events of RoF, yet was chosen after Buu and Gohan. Gohan, I can understand, since he's Goku's son (seriously, it's crazy how much Goku cares about Gohan as a son in Super!) and can turn Super Saiyan. But Buu being placed above Piccolo wrinkles things a bit.
According to my rough estimates, RoF Gohan, as a Super Saiyan, is roughly on par with SS2 Gotenks, maybe a little stronger, since he's stronger in base than a Piccolo who's roughly equal to Cell Games Goku and is multiplying that power by a factor of 50. If he were to go SS2, he could be as little as half as strong as SS3 Gotenks,
For a high-end estimation, I'd place Universe 6/7 Tournament Piccolo at, say, Buu-Saga SS2 level, possibly stronger, as well as Gohan. Then both train again over the next year or so and become even stronger.
The fact that Gohan chose Buu for the Zen Exhibition Match over Piccolo is hard to narrow down. It could just be because Buu lived nearby and that Piccolo wasn't there, or that Gohan felt he was the next strongest after himself. However, given that him and Piccolo have continued to train, I'm going out on a limb here and saying that Piccolo is nearly at Fat Buu's level after these many MANY months of training with Gohan.
The guy's not a Whis, but he sure is getting close to god-tier training level

Piccolo's power is a mystery. I think he is half as strong as Fat Buu right now, that's why Buu is always picked over him, and let's not forget Buu's power level isn't really indicative of his real capabilities, the guy is also 99% immortal. Remember in DBZ every time Buu was blown up he could regenerate shortly after. It took a massive Genkidama to finally beat him, and that's because the Genkidama is incredibly effective against pure evil, which Kid Buu was.
About Goku and Gohan's interactions, I feel they aren't that different from DBZ. Goku still forgot about him and it was Vegeta who reminded him of Gohan for the exhibition match, we also saw Goku cheer for Krillin rather than Gohan when they were sparring. Goku knows Gohan has slacked off and is fine with that, but he also knows Gohan has the most potential out of them all, so I would say the situation is quite similar to that of Buu arc.

Goku fought against Skinny Buu and was at a disadvantage. He didn't seem drastically weaker or anything though and seeing as he actually decided to test him out in his Base form then yeah I'd say Base Goku was probably around Fat Buu's level somewhere.
Skinny Buu is supposed to have grown stronger but he's only had a few hours to train so how strong could he have got really?
Who knows what will happen with Goku vs Android 17 but it'll confuse matters more I'm certain.

At this point super needs to stop fucking around and just make every stupid strong, so everyone's favorite character can do cool shit. I mean what's the point in having one character be weaker than another if they get to cheat the system this hard.

The problem is this actually hurts the 2 base theory, base Goku shouldn't be strong enough to even be fat Buu levels according to the two base theory. Now we have three different approximations for Goku. I kinda adore Super for taking this approach. They want everyone in the team to be super strong and awesome and not feel like jobbers or dead weight compared to Goku and Vegeta. It's like the polar opposite of GT. For me, it make things way interesting.
