I'm with the guy above who said that Saiyan lungs are just more efficient. Probably due to the Saiyan body being conditioned for higher levels of gravity than an Earthling's or something.
Goku has repeatedly demonstrated the ability to hold their breath underwater for several minutes, but stay in apnea is quite different from being exposure to the vacuum of space, where the difference pressure will cause the expansion of the gases in the lungs and the loss of consciousness within 20 seconds. In the stratosphere they are still in the atmosphere, but eventually the lack of oxygen and low temperatures would still cause extensive damage.

I said "for an extended period." Aside from the shooting lazerz, they did nothing a normal human couldn't do. They weren't underwater all that long.
Frieza had Goku under water a while when he tried to drown him.

I was hesitant to reference that as one of my points considering the circumstances of that scene.

Goku spends
12 panels of roughly 4 pages underwater. I'm not sure how one could calculate time in a manga but I don't think that's "an especially long time" either. In
the Dragon Ball Z adaption, Freeza drowns Goku for roughly 30 seconds before he stops resisting. Discounting his nightmare, Goku regains consciousness shortly thereafter.

I will say no, the race has not shown feats in a consistent manner that would suggest they can.
Dragon Ball was always a kid series and fans should stop being in denial.
