Well...she does love him. And about that first "opportunity", which I'm assuming your reference is to Kuririn's later deaths, he just defended himself to Super Buu for his family. Then 18's killed about 20 seconds later. What opportunity would she get, a Vegas wedding with Mr. Satan or Tien? Her reaction to his death in GT, as it was her own brother that did it, showed the extents of her feelings for him for the first time. That's something GT can do right sometimes, expand upon something established in DBZ, but heighten it to a much more fantastic level. Granted these moments are rare, but when it happens such as for Kuririn's last (onscreen) death, it's truly emotional.
