That's a bit of a leap. There's no reason to automatically conclude that Goku is always holding back unless the scene specifically implies he's holding back, especially during instances when there's clearly an indication he was harmed during the fight/spar.
Of course, that's not to claim he wasn't holding back against Krillin specifically. But there's no evidence that he wasn't taking Gohan and Buu at least somewhat seriously when the context makes it seem as if he was.

Maybe but it's been said a few times now. It was said by Whis was it? Then it was sorta shown when he fought Botamo and hadn't even burned off his meal then he said it whilst fighting Frost. It happened when he fought Black which they pointed out again that he was a slow starter.
Then when he's fought the likes of Hit, Copy Vegeta, Bergamo and Toppo he's not used his best.
So whether he really is supposed to be far above SSJ3 Gotenks and all these other fights are just supposed to be him holding back or starting slow or not could be possible.

My point was more that we should take these fights and skirmishes on a case-by-case basis instead of extending his instances of holding back onto every fight he's participated in. For example, look at his sparring match with Slim Buu. He was doing a fairly good job of deflecting Buu's ki blasts until Buu quickly closed in on him - Goku was able to notice this and express surprise but he couldn't physically react in time to defend himself. After he gets knocked to the ground, Goku says "Ow ow ow ow" and then comments on how amazing Buu is. The context and authorial point of this scene indicates that Buu was able to make Goku unable to defend himself and then cause a certain level of physical harm, suggesting a close proximity in strength between Slim Buu and base Goku. There's nothing in the scene indicating Goku was dramatically holding back, and if anything the context made it rather clear that the two were matched beyond just showing grunts and grimmaces.
So while we can't just go by facial expressions alone, there are certainly other, more substantial indicators of Goku's seriousness during a fight.

Perfect Cell's suppressed power was the same power he used to kick Krillin, no sell attack from Krillin and Vegeta, knock Vegeta out, fight and beat up Future Trunks and fight Goku with at the Cell Games. No more and no less. And it must be reiterated that Perfect Cell's suppressed strength is way beyond anything that Semi-Perfect Cell could dish out, as Android 16 notes that Cell had grown much stronger when he reached his perfect form. I don't remember when this was brought up, but I remember in my lurking days that a user brought up the difference between holding back Ki-wise and holding back physically.
Basically, the idea was that a person could power up their Ki to max, yet still hold back how much they output in a single attack to great levels, be it a Ki blast or a punch. Thus, whilst a person might be at full power, their attacks might not always be at full power.
For example, when Krillin asked Goku post-SSG to punch him at full power, we all assumed that he didn't use his full power. But what if he did, and just physically held back his punch at full Ki power enough to not kill Krillin? It'd also be in line with instances where no obvious Ki suppression is implied or stated, yet the characters can survive hits from opponents that really should be killing them.
I don't know, what do you guys think? A valid idea, holding back when attacking but still being at full power?

How would be able to do all those things if he was suppressing his power level below Vegeta's that does make sense. All we know is what ever 16 was detecting was below Vegeta's, it stands to reason that he spiked it similar to what Goku did on Namek. In either case the core argument was the Cell was so powerful it should have killed Krillin in one hit. There just really isn't any reason to believe Krillin should have been flat out killed as opposed to simply KO'ed with the one hit. To be honest I'm not sure why this is even an argument.

Android 16 incorrectly assumed that the strength that the strength that Perfect Cell initially displayed was his maximum strength. Then when Cell states he's just warming up, heavily implying he's not using anything close to his maximum power, and this shocks Android 16 and pissess of Vegeta. Then when Cell actually tries to fight, he no sell Vegeta's attacks and wipes the deck with Vegeta with zero effort. I don't see the base saiyans at ssg level. I just know that the base saiyans and Fit Buu are above ssj3 Gotenks. That also means Magetta is also above ssj3 Gotenks, Piccolo, Frost. Cabba pre ssj is a bit iffy IMO. Ofc I mean anime only.

I find it important to point out that Vegeta called Cabba very weak. If Cabba (and by extension the rest of the U6 fighters) were above Ultimate Gohan, then it would be misleading what Vegeta said.

Also, Vegeta calling Cabba weak doesn't mean much, since he never made a comparison.

Exactly and Base Goku and Vegeta were on par with that Cabba. But that was Base Goku and Vegeta back in the U6 saga. They grew drastically stronger throughout the FT saga, enormously so. So what does that mean for where they stand now?
Did they increase from being below Piccolo to above Fat Buu?
People were saying Super Saiyan Blue Goku in the FT saga was over 10 times more powerful than he was in the U6 saga. So would his Base form be over 10 times stronger than in the U6 saga? In which case it'd make sense he'd be above Fat Buu now.

But that was Base Goku and Vegeta back in the U6 saga. They grew drastically stronger throughout the FT saga, enormously so. So what does that mean for where they stand now?
Did they increase from being below Piccolo to above Fat Buu?
People were saying Super Saiyan Blue Goku in the FT saga was over 10 times more powerful than he was in the U6 saga. So would his Base form be over 10 times stronger than in the U6 saga? In which case it'd make sense he'd be above Fat Buu now.

Wait I'm confused, is the general concensus that Piccolo and Cabba are "God Tier" or not? And by that I mean capable of tanking SSJ3 Gotenks?

Piccolo isn't god-tier, merely stronger than his previous self such that he could match a trained Gohan that has improved from his RoF self but was chosen after Buu because he's still not as strong as him in pure strength. He then makes use of strategy to keep Frost, an overall stronger opponent even after being beaten down by SS Goku, occupied long enough to trap him in his stretchy arm and use a Makankosappo beyond its normal limits that would've worked had he not been poisoned.
Why does this work despite the power difference? Because there are Tenkaichi Budokai rules and strategy works now, live with it.

Cabba is able to match base Vegeta. The Saiyans in Universe 6 are said to be naturally stronger since they lack tails, but since the SS transformation was unknown to them, Vegeta called him weak for not being able to multiply his power like this in addition to goading him to tap into his rage and turn SS.

Goku and Vegeta aren't god level normally, and the series seems to imply this, what with calling SSB a form that surpasses SSG and is in the realm of the power of the gods.

But no Piccolo obviously is not God Tier.
Going by the manga Super Saiyan Blue Goku, Vegeta and Hit were the only ones that were God Tier in that Tournament and that makes sense logically too.
