I'm fairly certain that Beerus is not the strongest. I'd put him somewhere maybe in the top 5 but def not the strongest. We were given clues to this in BoG and small little hints throughout Super. Going by the way the other gods acted last episode, the Mouse seems to be either equal strength or possibly stronger (The mouse gives me violent vibes so far). I think the safest bet is a GoD from the exempt universes being the strongest at the moment, in my opinion at least.

I'm referring to BoG movie where Goku asked Beerus if he was the strongest being alive in which Beerus responds "depends on which reality you're referring to..." and then tells Goku that some universes spawned warriors even greater than them.

As for the Gods being violent I think it's still a possibility especially given some spoilers we got. Heck some of the Kaioshin seem more violent than Beerus too XD

If I remember correctly, Beerus does not state that there are stronger warriors than they in the original Japanese version; I believe this was an unnecessary dub change. I may be mistaken, however.

Goku Black said that Beerus was the most troublesome Hakaishin. Beerus on the other hand is lazy and rarely poked his head into irrelevant matters. It seems like a direct power comparison, so even if he isn't the strongest going by powar levul numbas, he'd still be strong enough to be considered the most troublesome.

I think Beerus is the strongest. It fits with his treatment as the final wall for Goku and Vegeta to surpass.
IMO Belmod is #2 and Champa is #3.

I'm going with Ivan as the strongest, his description says he looks like the God Shiva, while his angel looks like Buddha.... way too much flags, plus he doesnt look strong which is kind of a dead giveaway.

I was gonna say myself, how is Vermoud anything like the Joker? He doesn't looks like him and is all about justice and order.

There are many clown themed villains out there you know, some like Pennywise make Joker look like a nothing.

I would rank them as such:

1) Ivan - has title of number 1 must be number in strength as well
2) Gene - likes to destroy things is actually the most violent
3) Beerus - setup as goku's goal to beat
4) Quitela - has to be nearly as strong as beerus to be his rival
5) Liquir - seems like a well balanced guy
6) Champa - brother of beerus
7) Arak - probably the oldest GoD
8 ) Jerez - to concerned with looks
9) Mosco - a robot organism
10) Ramoosh - lazy
11) Velmoud - seems weak to me - likes "justice"
12) Sidra - doesn't like to destroy things

I know my rankings don't make much sense but I just thought it would be fun to rank them. Even though I think their strength is probably all within a few bases of each other.
