Pretty much power level issues. Like there's one that claims they can't accept 17 powering up past Cell level, since it's still mostly a human body, but he'd be fine with an alien. I'm very interested in that producer interview. It seems like he also talks about Toriyama's involvment with this arc and also he might confirm there is effectively a no-flying rule which I'm most hyped about.

Hopefully this interview reveals when toriyama started working on the survival arc because I have a theory that he was working on it since the champa arc
