Is it fair to say that Universe 7 is basically a Crapsack World?

Between the fact that it's God of Destruction is a lazy prick who blows up planets over extremely petty things, the fact that it apparently has an incompetent police force, the fact that it was dominated by Freeza's empire for at least several decades, and the fact that so many planets ended up being destroyed to the point where there are only 28 planets that still have sentient life on them, it honestly seems like Goku and his friends live in what is essentially the Multiverse equivalent of a 3rd world country.

Does that sound like a fair assessment?

Universe 5 and 11 is where it's at. Justice and balance is what it's all about. U7 you will die and be wished back if your lucky. That's an automatic "I don't want to live there" in my book. Your walking down the street one day and boom pink ki blast takes you out. You think that happens in U5 and U11? No they care about keeping the people safe there.

I don't think this is true. We know U7 ranks 2nd lowest among the, for lack of a better word, evolved rating. The other universes have across the board far more intelligent and evolved sentient beings. 4 (it's 4 that aren't competing, right?) of these Zeno deems too worthy to even compete in the tournament. At least one universe has a universal police force which is extremely effective.

By comparison, U7 is a complete wreck.

Jaco certainly isn't very competent, and the Galactice Patrol in general was apparently completely useless against Freeza's empire. I'm not saying that they need to be stronger than Freeza, but it doesn't seem like they were able to put the slightest dent in his empire.

Compare that to the Pride Troopers, who are not only competent and powerful fighters who seem to regularly combat genuine threats to the universe, but also have the full support of their universes God of Destruction.

I'm fairly certain Jaco is weaker than Nappa, given how reluctant he was to fight a bunch of generic Freeza soldiers that Roshi was able to hold his own against.

Mainly because U7 is normal humans while other universes you can guess are probably monsters that evolved stronger than humans are.

We also don't know how they rank or how mortal level is defined. U7 is the only universe that has members who have actual god ki/power

Honestly, yeah. Universe 7 is horribly mismanaged. The Kaioshin and Hakaishin are terrible at their jobs. This point is hammered home by the fact that only 28 planets in the entire universe have any kind life on them. Beerus nukes planet for shits and giggles at time and Kaioshin was dealt with the Majin Boo fiasco. But even then he doesn't really do his homework on his own universe properly.

Gotta agree, man. U7 is lucky it has the Dragon Balls, or planet Earth; one of the better planets U7 has, would be either an empty rock sold by Freeza, or Planet Hell ruled by King PIccolo, maybe someone even worse.
