The focus of this arc is Gohan, but I feel Piccolo's role showcased the respect Goku has for his ability as a warrior. Plus it offered a good way to display Piccolo's power (or as I believe a taste of his overall power) against a foe who should have clearly outmatched him in terms of power. In 88, he accomplished his goal of unleashing Gohan's true power, while giving him a better insight into his weaknesses. At the same time, he easily kept up with a SSJ2 Gohan, and from what we see onscreen (and during the hours of training offscreen) he kept up with Mystic Gohan enough to act as a sufficient sparing partner.
I agree with the Frost fight. I feel he wanted to prove Goku wrong by basically telling Piccolo to go out as fodder to weaken Frost enough for Vegeta. He knew he had enough strength, and with such a unique strategy could win the match showing everyone he isn't the weakling they thought he was before the match. He's leagues above that level now though.
As a fellow Piccolo fan though, skip to the scene Piccolo takes off his weighted clothes to start fighting seriously. Gohan goes insane transforming into SSJ2, and they show Piccolo in the image above with the blue lightning flashing around him. His stance, bulk, and disciplined mind are all on display. For some reason, I think it's one of my favorite Piccolo scenes, despite being so short.
