Yamamuro designs as mentioned already is a joke. Add to that, the lack of time and even the best Toei talents won't be able to deliver that level of quality. It's pretty unrealistic for DBS to even dream of that level..
That's not true. They've definitely produced some phenomenal stuff, you just wouldn't catch that level of quality in their TV series due to the restraints they've put on themselves.
What do you mean?
1) They stretch the resources thin by producing a lot of shows, films, commercials, video game projects etc, at one time. A studio like Bones does not have this problem. They're able to focus a lot if their talents on one series.
2) I recall reading that Toei has done kind of frame limit that they adhere strictly to, though they do go over it. Shows like Boku no hero use a lot of frames, more than Toei is willing to do for a series which is why you wouldn't typically see anything too crazy as far as animation goes. The great talents can't utilise their full potential.
3) The series they produce typically don't have the best schedules.
4) I've seen people discussing Super having the seasonal anime format, but while that would be better, a seasonal anime isn't always without it's issues. S1 of Attack on Titan is a great example. It had a lot of production issues. They were struggling to find animators and It had a lot of still frames & cgi but they were still struggling to finish the episodes on time.
Sailor Moon crystal also had a lot of production issues with the first season.
