What did old Kaioshin mean here?
Chapter: 504 (DBZ 310), P9.2-3
Context: as Vegetto beats up on Gohan-absorbed Boo
Kaioshin-Kibito: “H-he’s strong!!! Majin Boo there is helpless!!! To think that merging with the Potara would be this incredible…!!”
Elder Kaioshin: “Idiot, it’s because it was those two that they were able to go so far. Two of the top 3 masters in both the living world and afterlife have merged, after all. What’s more, two rivals have joined together. That’s definitely strongest.”
What did old Kaioshin mean by "two rivals have joined together"? That Vegeta and Goku are rivals as for competing with each other or a rivalry in power, meaning they are about the same in strength?

Rival: a person or thing competing with another for the same objective or for superiority in the same field of activity.
These two know each others abilities. They know how each others power works, how their Ki flows. By fighting each other, they have an intimate knowledge of how the other one works. As such, when their minds are fused, it's like two halves that had remained separate become whole.
It's not because of the simple fact that they fight against each other, it's the knowledge of each other that has been gained from that fighting. It produced a strong fusion because there was already a psychological link.

While they have different personalities and may not "like" fusing they know eachother inside and out. Ever since the Saiyan Saga started they have fought, sparred, trained and seen nearly every important punch/kick/Ki Blast the other used in battles against others.
Combine that with their individual strength/skill/knowledge and you get an incredibly powerful fusion.
Rival just meaning someone you compete with. Rivals dont have to be equal.

I'm sorry to say this to a One Piece fan with an awesome Doflamingo avatar, but I think you are prying your own interpretation too hard here. I dont think OId Kaioshin meant that, at least not specifically.

I don't think the so-called "rivals boost" is anything mathematical. There's no formula or whatever for Potara Fusion where there's an extra "x5" automatically tacked on the end if the two people happen to be rivals, or something like that.
Rather, I more or less agree with cheddarsword on this one, about being rivals causing a shared familiarity and similarity in mindset between the two individuals, which creates a more "complete" and thus stronger Fusion in the end. Goku and Vegeta are both obsessed with getting stronger and constantly trying to outdo each other, and that parallel attitude of "I'm gonna be the best" creates a Fusion that actually IS the best.

Its gotta be mathematical, well just the act of fusion anyways. At the very least there is a multiplier for fusion whether it be the dance or potara but its different for several individuals possibly due to race, age, health, height, etc, just anything trivial enough that makes a difference leading to Vegeta + Goku + fusion >> Trunks + Goten + fusion.
