13-Piccolo (mid)
14-Selipa/Fasha (Oozaru form)
15-Dr. Willow [missing movie villain]
16-Yamcha (early) [Desert Thief Yamcha's stage is in the game, that should guarantee his appearance]
17-Assistant/Adjutant Black [In the Path to Power robot, not the DB one- so doesn't count as a DB character]
18-Kamisama [Including a Shen alternate costume.]

Sorry, Roshi is already inside BT2, so yeah, that's 19. And if they don't count transformation then Selipa's Oozaru form doesn't count, so 18. And I want Chi-Chi kid or not and Arale, that would be so awesome. So to fill up the last two...

Shen, including transformation into Kami-sama. He's stronger in his original for then Shen, and those two should technically be fighting different due power difference, and size.

There seems to be two camps of people.

Camp 1 wants more unique characters, like movie henchmen and any other heroes/villains that aren't already represented in the game.

Camp 2 wants more forms of guys we already have like GT Goten, GT Trunks, GT Vegeta, Future Gohan, Base Hildegarn, Base Bebi, Kid Krillin etc.

Personally I'm in Camp 1.

I agree.
I really dislike having more than one version of any character (Though it's kinda needed with Gohan I guess.) I wish they were all unique. I'm a big fan of making up scenarios in my head while I play. The more unique characters available, the more scenarios I can create.

I'm going with Camp 1 as well. I really don't need another version of Goku.

I have already seen a bunch of what if videos for Super Smash Bros Brawl but it would be interesting to see you do one Tullece.

Camp one want completely new characters that are not already in the game. Camp two wants pre-existing characters to be fully realised and have all of their form and appearances acknowledged and shown.

The only problem with camp one is that we're at the point where we will just be adding characters in vain because we more than liking won't be using most of then or they will be indistiguishable from eash other. The problem with camp two is that we don't always need a different 'form' of a certain character because nothing changes.

I can fit easily within both camps myself. I like having a variety of characters and I believe that Dragonball, Z and GT should have their characters separately. And we also need brand spanking new never before seen anywhere characters.

Sorry, I misread the 'I' in Kami into 'e'...

I think I am half of Camp 1 and Camp 2, I like to have some unique forms, like Future Gohan but Base Bebi and GT Vegeta seems too wrong, GT Vegeta is just Vegeta (Buu Saga) while Bebi can't do anything but posses (I think..). I also like new characters, Bio-Broly, Dr Wheelo, Kami, all those but not really crappy one, Fan-fan, Red, Major Metallic, Pilaf out of his machine...

EDIT:Here is an updated list, that leaves 6 more characters...

B2: Scintillating Scarlet Sphere (the energy balls he throws in the last fight)

UB: Blood Drain (basically 19 and 20's Energy Drain move)

My number one of who I'd like to see is still Bra. All the Saiyajin seem to be getting a spot in the games, but not Bra... she's Vegeta's daughter for crying out loud!

Someone else, I'd like to see, and unlike Lucifer may actually have a chance of making it in:

Cyborg Cooler, the big one that Goku and Vegeta fight at the very end of DBZ Movie 6. The one that's basically Cooler's head and a whole bunch of wires.
