Every show does that. They will introduce a character for a specific purpose and then they leave the story after their arc concludes. A better example is how DB used Kuririn and Bulma in the RRA arc. They weren't there the entire time.

Do those that don't like that GT is "Goku Time" or Super has become the "Goku and Vegeta Show" want DB to be an ensemble where the whole team defeats the bad guys like Power Rangers, The Avengers, or the Justice League?

For me it makes sense that Goku and Vegeta are the ones powering up. They are the ones obsess with reaching higher levels, it's a logical progression. While I do want the other characters to reach new levels, goku and vegeta power gaps are too large, the closest to them would be Gohan(and it looks like some people don't like the fact that the saiyans are the only one getting the power ups).

I'd just like to see more of Z where more than once character got important screen time.

Define "important screen time" because I think to some that means destroying the big bad.

Maybe not too large by default, but definitely too large for Toriyama's writing and the weekly schedule to do something with all of them.

I don't know exactly how to put it into words but whatever it is you'd call the screen time everyone got in Z.

I think it's a blessing that it has such a large cast because it leaves a lot of room for various stories. I feel that it's not utilized very well, but there's plenty of room for some Yamucha-based episodes where he doesn't have to be fighting anyone, he could jut be focusing on his baseball career. Or there are plenty of opportunities for Kuririn's police career to be explored. I feel that it would add a lot to the standard story. It also leaves a lot of room for spin-offs. I know that Dragon Ball was never structured in this way, but here could literally be five different storylines going on at the same time with different characters and some episodes can focus more heavily on the various storylines. But I know that Dragon Ball kind of has tunnel vision and just focuses on one main story without really focusing on the side stuff short of a couple of minute-long scenes. But I don't think it's a problem with the cast being too large, I think it's a problem that the mindset is "Well they can't hang with te Saiyans, so they're not important." That seems to be the route that the series takes and that's just not true. Just because they're not strong doesn't mean they should be shoved aside until they finally disappear.

If the audience likes character and wants to find out more about them, I think that's a good sign the author has created something of value, but not every will get the screen time everyone wants. Every story needs to stick to the essentials. Branching off just to explain things that don't need explaining is simply padding. The trick with DB is that it's a story based around strength. The winner is who can overpower the other. That's what made the quest for the DBs so valuable. It didn't require strength and allowed for constant reversals.
