Well fanon dictates the powerup is SSJ3 level without all the side effects, so SSJ2Gohan < Mystic Gohan = SSJ3 Goku

That's quite the opposite of what I've seen being speculated. If he was able to overpower Super Buu without trying (while keeping in mind Goku would NOT face Super Buu himself) then Ultimate Gohan is likely at least 3+ times stronger than SSJ3 Goku.

It's why Gohan should have been the one to defeat Kid Buu and end that arc.

SSJ Gotenks pre-ROSAT is COMPARABLE to a SSJ3 to say the least, but still not a match for Fat Boo. This is because he needed 2 days of training as stated by Goku, and going SSJ was before the 2 days. SSJ Gotenks Post-ROSAT would be > SSJ3 Goku > Fat boo.

Super boo >= SSJ3 Gotenks > SSJ Gotenks Post Rosat > SSJ3 Goku > Fat boo.

Base Gotenks (Post Rosat) according with Piccolo's statement is more powerful than himself in SSJ before he trained in Rosat. Before he did that, Piccolo believed that not even in SSJ Gotenks would be enough to defeat Super Boo, but when Gotenks base (post rosat) appeared, Piccolo mentioned his ki was completely different than before, and said that with that power he maybe could defeat Super Boo, but Super Boo becomes more powerful than Piccolo expected.

Gohan SNS > Gotenks SSJ3 > Super Boo (true power) > SSJ Gotenks (Post Rosat) > Base Gotenks (Post Rosat) > Super Boo (holding back) > SSJ Gotenks (Pre Rosat) > Fat Boo > Goku and Majin Vegeta SSJ2 > Gohan SSJ2 (Cell games) > Gohan SSJ2 (Boo saga).

The only thing implied is that the boys would've needed to master the fusion in those two days. Nothing about "additional training" is ever mentioned as compulsive: since this also fits with base Gotenks being impressive and Super Saiyan Gotenks basically satisfying Piccolo, it's not like there's any concrete need to theorize this.

It is, nevertheless, correct to state that who's stronger between SS3 Goku and SS Gotenks is entirely open to debate. At bare minimum it might only be safe to conclude Super Saiyan Gotenks is above Super Saiyan 2s in general - although the Daizenshuu may or may not go against this notion.

I'm fairly sure Goku mentions fused Metamorans being greater than the sum of their parts when he introduces fusion. You have also GT guides clarifying the issues further, in which both Gotenks and GT Gogeta are described as "many tens of times" stronger than their unfused selves.
