Did Freeza's hechmen serve him out of fear or devotion?
I mean Zarbon, Dadoria, Cui and the Ginyu Force seem geniunelly happy and content to serve under him and they never really seem to have thoughts of backstabbing Freeza or try to steal Dragonballs on Namek and use the wish to overthrow him like Vegeta was trying to do. Also in a filller scene at Freeza's headquters on Planet Freeza where one soldier badmouths Freeza and is then shot dead on the spot by all the others for daring to insult their "Freeza-sama". This seems suggest that Freeza's men followed him out of something other than fear of their lives.

I've never seen that ep in Japanese, but the guy who led the killing of that soldier said, the only types of people out there were those who served Frieza and those who didn't. And the latter didn't live very long. He said it was better than dying.
Also I remember I think it was Mr. Werner's site explaining how his henchmen weren't pure evil as their choices were work for Frieza, or die.

Let's take Ginyu? Why couldn't he have used the body change on Freeza? (This has come up before, I think?).
I get the feeling he just didn't want to, because Freeza held him in such high regard, and when the imperial leader holds your team so highly, you get lots of stuff.
As for some of those below the top guys... could go either way (The filler Freeza's base episode gives an indication of why)

I think it was out of fear as well. If Goduo and Ginyu combined their Telekinesis/Body Change techniques together, they could have probably been able to overtake him. But, we never see none of that.

I agree that it's probably a mix of fear and loyalty depending on who we're talking about. The grunts seem to be terrified to be within three feet of him while Dodoria and Zarbon are practically at his side at all times. On the furthest side of the spectrum, we have Ginyu, who from some of his dialogue always came off to me as being a bit of a fanatic.

I agree with most people here; Freeza was mostly served out of fear, but for the higher-class beings the status they enjoyed was something worthy of devotion. As strength was the sole factor in Freeza's Empire, the stronger beings had less to fear from Freeza since they were more useful to him than the expendable grunts. For example, Freeza almost seemed to treat Ginyu like a good friend and Ginyu in turn was very devoted, but not afraid of Freeza.
