Is a Fusion (or Ex-Fusion if going by Dragon Ball Fusions) between him and Tien is the only way to bring the "Jean Grey of Dragon Ball" back to the front?

It's one way sure, but there can be a million different ways, it's a make believe story, a theoretical infinite amount of new plot points can be added to make him the most op character of all time..

I agree with Ki breaker here. Personally I never cared for the character even when he was just doing something benign like cooking for the others during the Android saga I couldn’t stick him.
But I just don’t see him becoming relevant again not in a significant way, maybe as much as pilaf is relevant in Super I just don’t think he has much to add at this point

I got the impression that Toriyama just wasn't too well-versed on how to write for a character of Chaozu's typology. He prefers to have his core cast to have an easily streamlined set of abilities and style of fighting. Someone with Chaozu's variety of quirkiness would have made for an awkward time trying to conceive of new ways to successfully mesh his fighting abilities with everyone else's. It might be a probable cause for Chaozu disappearing after just one canonical on-screen fight in the manga.
On the off-chance the studio or Toyotaro wished to revitalise his character, the standard variety of hypothetical power ups would suffice -- i.e God Ki acquisition, Kaioken, some "beyond limits" potential unlocking courtesy of Elder Kaioshin, ect. His psychic abilities should begin to work once again on the Saiyans, hopefully.

Not at all. I don't think fusion is the answer neccesarily.
Chiaoutzu's psychic abilities should just vastly improve. There's a whole heap of vaguely telekinetic things he could do: ape Guldo's time stop or Hit's time skip ability, desynchronizing opponents brain waves with their body... Or just good old telepathy for gods sake.
There is so much they could have done to make Chiaoutzu relevant and interesting that I often get annoyed at just how much wasted potential he has.

Chiaotzu should learn some kind of sorcery to compliment his psychic abilities. He could be the team's squishy wizard. Maybe Yurin could teach him a thing or two!
