Didn't Toyotaro send his outline/unreleased manga to Toei for this arc? If he did it would make sense that Goku goes SSJG.

DB wasn't always like that. Vegeta became a main character and Frieza came back stronger than Goku and Vegeta in the movie and currently he is stronger than Vegeta. The rival of an arc is weak on the next one. Always. Did you really expected Jiren to be at a similar level o Hit or something? Last time he had a draw with normal SSB Goku, he's not even at a level similar to his Kaioken. And if Hit is not going to return as you are saying (but I doubt it) I won't really have a problem with it since he's pretty much a pale copy of Jotaro but nowhere as interesting as a supporting character.
Anyway, I don't see why you think Toriyama forced Toei to do anything. He just writed barebones, that has been confirmed a lot time ago. If you want to blame someone, blame Toei because of making Dyspo's first appareance so underwhelming. Toriyama had nothing to do with it.

I like how Hit's fan must be Vegeta's hater at the same time. Like WTF, what is the correlation? And I am glad your assassin's gonna need Goku to help him out. The only character who was stupidly strong in the anime was Hit. Did you expect him to be the strongest guy around for the whole time? Hit ended like every other main antagonist in every arc. He was sidelined. Maybe not yet, but this process already started. Jobbing to Vegeta will be a great final of Hit The Legendary Assassin.




As i always said, i expected Hitto to be in the top 4. Vegeta is going to crush Hitto like a rag doll, probably with a single punch.

While Goku and Roshi were the big players, many of the other warriors could hold their ground for a bit in a fight with them, either by skill or trickery. The 22nd really is full of fodder, except Roshi (maybe), as Tien and Goku could beat everyone else in a heartbeat if they took their fights 100% seriously from the start. This is the same for the 23rd, as Piccolo and Goku clearly outclass everyone in power, The Cell Games, which lets face it is not even a real tournament, and The Otherworld Tournament.
While both Baba's and the U6 tournaments still have this issue in their own way to.
Personally I've begun to hold the ToP as Superior to all other tournaments bar the 21st Budokai. This is because...
A) While it has its fodder, at least we are not forced to watch x amount of episodes of the heavy hitters wasting our time on one foe they could curb-stomp if they wanted to. Rather we have them fighting one or several weaker characters for one episode which dose not necessarily fix the problem but gives you more variate and dose not feel as much of a waste of time in retrospect. Please note Jiren and his "I dont give a F@~kness" being the expectation to this concept.
B) More then just two big players. While Goku and Jiren are going to be the gran finally of the tournament, due to the set up we have a number of powerful warriors working their way to the top. At bare bones we've gone from 2 big players to 3, maybe 4 in the form of U7, U6, U11 and maybe U2.
C) Honestly I find the whole thing way more fun and unpredictable then just two people fighting in a small ring.
The 21st Tournament, half of the people were fodder, but they were all played for laughs except for Nam.
Also you've convinced me to bump up my opinion of the the ToP as the #1 DB Tournament.
