With the full scans out now it looks like Vegeta is able to impress Whis. He's still unable to hit Whis but he's getting closer from the looks of it, compared to when he tried in the Resurrection F movie/saga at least.

He fights Beerus as a Complete Super Saiyan Blue and you can tell that Beerus is starting to fight quite a bit more seriously than before. He's putting in more effort and he's getting a bit angry because of it it seems.

"But Beerus acknowledges Vegeta's effort in improving so much in such a short time. In another universe, he might be a candidate for GoD."

So both he and Goku look to be about low end God of Destruction level now. Makes sense because the same could surely be said for Toppo as well who Goku was a match for.

To me the form looks more something borrowing from God (lower haircut, pupils) and Blue/Rosé (Blue aura, silver eyes) than anything else. I think it might be justified as Goku gaining the best of both worlds after re-obtaining Super Saiyan God along the way.

Though I do agree with the merits of your post, that the strength and effectiveness of forms is only really determined by the writer, I would like to add that I don't think the Trio De Danger's could actually sense Ki. If they could, they would have instantly realized that Buu was far more dangerous than he was letting on, or that they hadn't injured him, and at multiple points during their battles they lost track of their opponents simply because they went out of sight.

I don't think its ever mentioned if the Trio De Danger could sense ki or not, but that's not necessary when fighters can gauge others from simply watching their performance or personally fighting them much like Captain Ginyu could gauge how strong base Goku was after fight him, same with Freeza, same with 17/18, Vegeta when he was watching Goku face Nappa, Zarbon after fighting the new and improved Vegeta the first time around, 18 about the kids from base to SSJ, and even the Z-fighters mention they can't really tell how strong someone is unless they fight them such as Goku commenting to Kuririn about his chances against Captain Ginyu and Perfect Cell for instance. Lavender had already fought and gotten Gohan's measure in base form, he fights him again as a SSJ and there's no noted change in Gohan's stats and they fight exactly the same as they were doing beforehand meaning Gohan's boost from SSJ was minimal.

At this point SSJ boosts are clearly plot driven and not consistently/strictly at one level which varies from writer to writer to suit the needs of the story.

I agree, but the fighters from universe 7 were still able to have some idea of how powerful the opponent they were up against was, they could tell when their opponent was hiding power and realistically could determine their chance of winning before the battle even begun. The Trio De Danger, had no sense of how powerful their opponents were and constantly over-estimated their own power.
Also, I think there were way to many factors to be considered in the Gohan vs Lavender fight for it to be a good measurement of an SS boost.
-Gohan was in a constantly deteriorating condition.
-His SS form was being used in a way that didn't allow him to use his full-power in the fight, as energy was being expended by using it as a radar.
-His base was already heavily-heavily damaged and he couldn't fight back in his base form after a point.
Sorry for this being a bit pedantic, but I don't think that fight was a good indicator for SS.

The Zamasu instance is the only time any statement was made about SSJ multipliers in general, however, there's been more times where SSJ is stated to be a small/slight boost over base. My whole point is its not set in stone and the boost for SSJ is whatever said writer wants to convey at any giving moment in the story.

Your forgetting when Whis informed Beerus in episode 3 that the SS form increased a saiyans strength several fold. Maybe that could provide some of the reasoning behind Beerus saying it was a slight boost but I think that just me.
Overall, though there are statements that suggest SS has a huge boost, what is acutally shown on screen tells us a very different story, and more aligns with the idea of it being a slight boost.

I don't think anyone uses powerlevels in numbers on this thread since they're unreliable and inaccurate, we mainly talk about power scaling over numbers.

Both SSB Vegeta (after training in the RoSaT) and SSB Goku (going beyond his limits, breaking his arms and all) were able to repel Merged Zamasu's attacks despite being weaker than SSR Black beforehand. This is quite similar to the Manga in which Goku's able to overpower Merged Zamasu by mastering SSB.

Basically, I think current SSB in the Anime (which is empowered by rage, etc.) is equal to the Perfect Blue form in the Manga in terms of power.
So, SSBKKx10 stomps.

I always saw Ultimate as being a set level of power that didn't change with how strong base Gohan was. How Gohan is able to make the form stronger is probably due to training in it with Piccolo, thats the only real reasoning that makes sense to me and even then it's very convoluted.

The SS forms are also potential unlocks, just like Ultimate is. Ultimate is just the best way to unlock potential power in a Saiyan.

And yet, the SS forms are also multipliers of one's normal power despite also being potential unlocks. So, whilst Ultimate might not be a static multiplier, the boost it gives is still dependent on the Saiyan's current potential power at the time.

And if Goku is indeed super-strong in all his forms, and if Gohan were to reach the same heights to equal him, then why shouldn't Ultimate be so strong?

Narratively speaking, I think there's a very decent chance he's still supposed to "functionally" be the same Ultimate Gohan we saw in the Buu arc, regardless of how inconsistent some of his visual feats may appear when compared with older stuff (like SS3 Goku vs. Beerus). His power-up personally strikes me as way, way too huge not to be addressed as more than a simple "he got his Ultimate power back and fights super seriously", which is really all that's acknowledged about this arc's Gohan. I also can't really picture the fully powered Ultimate Gohan from this arc as someone who would do better against Beerus than SSG Goku... so, eh, we'll see. Hope we get a chance to watch how Gohan scales to Hit or Dyspo for confirmation purposes.

His power-up personally strikes me as way, way too huge not to be addressed as more than a simple "he got his Ultimate power back and fights super seriously", which is really all that's acknowledged about this arc's Gohan.

They did sort of address it. At the end of the episode where Gohan got his Ultimate form back, Piccolo says he thinks that's not the full extent of Gohan's power and asks him to continue training until the tournament starts to bring it out. Then at the beginning of the episode where he fights Goku Piccolo says they're done training.

This is what leads me to think that Gohan has gotten stronger.

The question is how much stronger has he gotten in that one day?

I've re-checked the episode my self again, just to see what there is to see, if we might've missed something.

Once Goku goes SSB, Gohan repeatedly states that he wants his dad to see his full power and seems to just power up further, which is when we see him exchanging blows with SSB Goku. Now, this isn't entirely conclusive evidence, but it at least seems to imply that Ultimate Gohan has become stronger than ever.

He's one third of "maybe he's just that powerful or maybe not" trio of this arc (with Kale and #17). I'm waiting for a more consistent showcase than a punch on Blue and statements more concrete than the narrator's possible implications myself.

Narratively speaking, I think there's a very decent chance he's still supposed to "functionally" be the same Ultimate Gohan we saw in the Buu arc, regardless of how inconsistent some of his visual feats may appear when compared with older stuff (like SS3 Goku vs. Beerus). True, but like I said it's still kind of ambiguous to me. It could also refer to Gohan still being in the process to reach his Buu saga's apex, bring it beyond, or well, well beyond. When Goku vs. Gohan happens there's honestly enough room to place Gohan anywhere from "slightly stronger than his Buu arc self" to "equal or somewhat stronger than SSB Goku".

To be completely honest, I'm even pondering the option that they might be treating Ultimate Gohan and the upper echelons of the Buu arc as overall closer to SSG than what originally intended (same goes for the "probably-pre-retcon" base Goku/ Vegeta). Still not free of many potentially egregious contradictions.

Gohan is almost assuredly stronger than ever; that much can be accepted as a premise, in my opinion, since he's basically advertised as such verbatim ("Gohan is back, stronger than ever") and there's nothing in the story that goes even remotely against the statement. The question really boils down to "how much"; in the episode there's nothing really worthwhile as far as statements goes, since Gohan is also almost certainly holding back against SS2 Goku through very basic power scaling related notion (Ultimate being officially a stronger multiplier than SS3 is one).
Again, the best bet to get a slightly better grasp of where the writers think he stands is to wait for the moment he comes face to face with someone like Hit, Dyspo or even Toppo -- hoping they will explain it in clear-cut terms.
