Yeah, no. Fake as fuck. These guys need tons of time to make a new character (which is why every new Guilty Gear game has the previous game's roster plus 2-4 characters) and there's no way a new ARCSYS game which isn't based on a previous entry will have so many characters at launch.
Be really really *really* happy if the game releases with 20 characters, tops.

It lined up because they did have a private press event that day about some big announcement.
The content of the press event was actually something else entirely than the leak, so that leak is most likely 90% fake with a couple of lucky guesses.
Tien and Videl were mentoined before by ArcSys as possible candidates for character slots. Isn't Ultimate Gohan and another Buu form mentoined somewhere else recently? Yamcha sounds not very likely, but Kale and Califla? Bullshit, their story is not even finished yet in the anime, their inclusion is very unlikely.
34 characters is not impossible, The King of Fighters XIV came with 50 characters in a totally new 3D engine, and a huge chunk of those fighters were new to KOF. Still it's not something I'd expect with this much detail going into each character. If that character select screen is final, 18 characters is still the likely scenario. (and 18 can be divided by 3 too)

1. Why's that? He's extremely popular (especially in Japan), would offer character variety, and his Japanese voice actor recently said on Twitter that he's had some intense recording sessions.
2. Nope. Character select screens can be changed easily and current builds are only as small as they are because of visual design for public and press events. We already have 13 characters announced and the game comes out early 2018, which usually means March - June for Namco.
From a Fighter perspective I want Kale and Caulifla for their playstyle alone. I LOVE speedsters in fighting games and Caulifla is the best candidate for that character type in Dragon Ball, aside from the obvious like Hit. Kale fits the big bulky tank type which is also very popular in fighting games, but DBZ does of course have Broly. But Kale and Caulifla would be better cause fighting games NEED female representation, Dragon Ball games especially.

His voice actor did say he went all out for a yamcha recording session, and no yamcha thing happened. On top of that, Chuck Huber said he was done with 17's lines (might as well remove that S .............) shortly after so it would add up with a recording for FighterZ.
February! Wow, that is early! Looks like it really is coming early next year. I was a bit worried it would be another Tekken situation where it was delayed to the middle of the year, but if they're that confident enough to specify which month, then I guess development is going well.

So 17 is a tag character with 18 and shows up in specific combos. I imagine they might play like Ken and Koromaru in Persona 4 Arena. It also seems some team combo feature is there with 18 and Kuririn doing a combo together. Also new stage confirmed with the city highway.
Also seems the UK will have SSGSS Goku and Vegeta as preorder early unlocks. With a Limited Edition diorama coloured to the Manga Dimension series of figures.
It's interesting they made models for Bulma and 18 from Super. Wonder if Bulma will be playable and 18 will have an alternative costume.

Yeah, it's just like the DBS Future Trunks early unlock in Xenoverse 2, you got him right away if you bought the season pass, but if you beat the story mode you unlocked him anyways.
