Wait, so Frost didn't know how to access 100% of his power before this episode? How does that make any sense? At least this explains why 3rd Form Frost was equal to base Goku, but Final Form Frost was much weaker than SSJ Goku.

Nothing was said or implied that he didnt know how to access it, the conversation went like this

So the NEP shows that Goku is indeed going to use the Genki Dama. I guess Goku is gonna steal energy from the Hakaishin's, Kaioshin's and other fighters competing and not competing in the Tournament Of Power. And he's using it while he's a Super Saiyan Blue with Kaioken stacked on top.

Krillin became the strongest of the earthlings just by having someone touch his head.

In truth, that is irrelevant to the point I'm raising. I don't care about "muh power levuuulls!" I care about competent writing. In Dragonball, characters develop through training and hardship (think back to Goku and Krillin training with Roshi, or Gohan and Piccolo's training, or Goku training with King Kai, or Gohan just sitting there with Elder Kai; character development). Krillin getting powered up by the grand elder touching his head is acceptable given the development that came along with it, and that it followed all the commando-esque actions he and Gohan had been involved in beforehand. It allowed both he and Gohan to be involved in the fighting aspects of the arc, and all they did was lose. All the powerup was was an excuse to not have them die the second they got into a fight. Toriyama did this because, as a writer, he knew that establishing limits on what characters can do is how you generate tension.

I feel like the issue that's being brought up about supposedly unjustified power increases hearkens back to the grievance with transformations becoming a defining gimmick for growth.

No, that isn't my point at all. My point is how can drama and tension exist if characters get power ups in the 11th hour out of nowhere? If all a character has to do is shout and really believe in themselves, why don't they just do that at the start of the fight? And if a character is losing, I have no reason to be invested because I know that eventually they'll dig deep and pull out more power.
