Oddly the gods didn't seem as mind blown as when Goku first went Blue in the exhibition match. Or at least not until the movement thing happened. Before that they don't seem blown away oddly.

I think it was the pure shock to see that such a mere mortal like Goku could not only wield God ki, but utilise to such a high efficiency in the manner he did though Super Saiyan Blue. As far as the rest of the Hakaishin and Kaioshin were concerned, God ki was reversed for them and them only. And seeing a guy like Goku, who had already displayed such a flippant and nonchalant attitude to beings on a much higher ranking on the power and authority chain in the multiverse, flaunting around a mystical power like so willy-nilly must have been such a shock to the system for them. The concept of mortal rivalling a God in power seemed to be unknown to most of the other Hakaishin and Kaioshin. And they especially couldn't believe that a guy like Goku could be that strong.

I've said it before -- I've had no issues with most of the tournament's power-scaling, but it's increasingly harder to deny just how incongruous Ribrianne's power is in general. I'm not even sure the writers knew how strong she was supposed to be, maybe there was some miscommunication within the staff. Super Saiyan Vegeta might have been massively holding back, but even that seems like a rather Watsonian attempt to explain away what appears to just be a straight-up inconsistency on a surface level.

I expect that the manga will (probably) clear this one up.
