They keep saying his "glare" and Jiren does seem to unleash big attacks whenever his eyes flicker, open wide, or etc. I may be completely wrong and perhaps Toriyama just wrote a stupid strong character but why keep bringing up his eyes then? But like you joked Jiren will find a way past that if such a thing were indeed the case.

You don`t need to defend his usefulness in the show just because he`s a Saiyan. He`s a beast that hasn`t done anything uniquely worth other than be provoked by Vegeta and have the later watch his back the entire Tournament.

The episode called vegeta resolve so it's must mean something in regards to cabba
Epiosde spoilers stated that she was overpowering Cabba until Vegeta beats some resulve into him.
Really the prince should not waist his time, the body is powerful and talanted but he lacks the real fire that makes a warrior. He's to soft and it will cost him everything.

An author can do whatever he wants with the characters, that's not false. But the author should also have the responsibility to make sure it fits in cohesively with the other events in the narrative he has created.

I think you guys are looking at this backwards, just my opinion.
Jiren isnt strong because of his eyes IMO hes just so damn strong he can do that with his eyes.
His eyes were optimal against Hit because he didnt have to move them to create the energy he needed. Against Goku he wasnt struggling before he used his eyes...it seemed like he was showing off.

The Saiyans are quite stupid so it would be easy to fool them. Maybe that's why he helped Gohan when Piccolo was not around as he knows he will see right through him.
I just think Frieza is trying to do the least he can so he can have enough energy to mess them up at the end and get the wish.
