Fusion has a number of flaws here. One it cuts your team down a fighter and while more powerful you will lose two people if the fusion loses. Two when the fusion runs out both parties will be utterly spent like Goku and Vegeta were against Zamasu. Champa had no idea what they would be going up against in the ToP and really the smart idea was not to put all his eggs in one basket. If Hit and Kale fused and lose he be down his two best fighters. Also Kale and Caulifla's personalities seem more compatible, Hit and Kale's personalities are too different from each other which could comprise a fusion with a flawed personality.

Oh they'd be powerful.....but can you imagine the kind of emotional wreck you'd end up with by fusion a stone cold assassin and an emotionally unstable berserker? True but with Buu they never even had to try, they were just toying with him and never even had to go passed SS.
