Even back then I said scene time wasn't as important as some pushed. This is true in all fandom if you look at the popularity polls where you have more than a few 'outliers' where characters with little to no scene time beating the crap out of series regulars or characters who were the focused of the current story arc. I remember Law from One Piece getting in the top 20 before he even did anything, the same with Ace who was always in the top ten before his had a major story role and is still in the top 10 despite being dead, or Hancock who has remained in the top 10 despite having no story role since 2010.
Yeah, scene time can help with using Law who was #2 when he had major focused, and then dropped to #4 after his story role was done or Jinbe who ranked up majorly, [spoiler]probably because he's going to join the Straw Hats[/spoiler], but then you have something like Brook who barely made the top 20 despite having a major role recently or Big Mom who's 69.
Point is, people are fickle and will vote for characters for many different reasons be it design, personality, or them just having a cool moment. Not just them having a lot scene time. Especially if a character is widely hated which is how you get the Scrappy and Creator's Pets.
