Why power levels are important?

Power levels establish tension and drama. People who care about them (well, people who care about them in a narrative) don't care about the big numbers or the fancy explosions. If you have character A who's so much above character B, who's the main character, you're gonna be left wondering how in the hell character B, the character we're supposed to care and root for, is going to escape the situation or overcome the odds. It makes us emotionally invested.
If character B doesn't escape the situation in a believable way that's consistent with previous events, then that emotional investment is gone. It was pointless tension, pointless drama made just to suck in the viewer. It has no critical value whatsoever. The audience is left believing that the author can just create whatever scenarios he wants and what happens to the characters is decided by whatever the author wants to happen, regardless of the events that happened in the story. Which, in fairness, is what happens, but the audience wants to be fooled. The audience wants to know that the world they're following has rules. That the world they're invested in isn't going to bend to external factors that are irrelevant to them.
An author can do whatever he wants with the characters, that's not false. But the author should also have the responsibility to make sure it fits in cohesively with the other events in the narrative he has created.

So basically the nep image for the episode that comes after this immediate one is not supposed to be found by the public, while the images from the forthcoming episode are very much made publically available.

I am still annoyed at the face that all U2 girls do is spout about love and throw heart shaped ki blasts,what is the point in bringing magical girls to a fighting tournament if all they do is fight like any other dragon ball character?

I don't follow the Precure franchise, but I've seen some clips with animation from a few of those series and it seems they do have plenty of hand to hand combat in those. And I do think it's Precure they're referencing here considering it's one of Toei biggest title currently. Sailor Moon was the one that had only magic rays and stuff and special abbilities, more recent additions to his genre have more action apparently.

The 2 shadows and Zarbuto with get hit by the Kamehameha and be ringed out. It vould have a high chance of being the end of Universe 2 so all the reactions could waste more valuable Namekian screen time.

He managed to find a way to hide from Prum- or whatever his name was- twice and it was only because of something unexpected that he was forced to back down. I'm fan of powerful and cool moves, but I love characters that strategize and are seen to think things through just as much.
102 is a bit tricky since I don't remember the details that well , but I think I remember him intentionally luring his opponent away.
The episode with Universe 2's Prum and Hermila does admittedly provide a rare glimpse into the mental aptitude that many people like to prescribe to Piccolo. It's not everyday you see a combat situation in DBZ where stealth and misdirection are utilised attributes in countering an opponent's techniques. With that said, the tactical ingenuity ultimately amounted to little else beyond spelling out the mechanics of Prum's projectile and allowing Gohan and Piccolo to hide for a bit longer. Not only that, Piccolo had to share this rare encounter with three other characters besides Gohan, two of them being everyone's favourite slapdash banal Saiyan duo. In my opinion, it diminishes the meaningfulness of the gesture due to the time allocated and participation of the character in question being apportioned out to others when he himself is in desperate need of some prime exclusive focus.
Whatever intelligence Piccolo shows tends not to amount to much in combat. In the Frost battle, for example, the execution of its events was contingent on Piccolo's power just as much as it was on his strategic manoeuvring. How else you do think he could have avoided Frost's projectiles and bind the guy's upper body with an improvised appendage rope without having the necessary reflexes and strength to achieve those feats? If you want a prime example of wits and tactical ingenuity trumping strength then the best example, to my knowledge, is the fight with Dracula Man using Puar and Upa.

It was episode 103 not 102 and Piccolo took him away from everything else to finish him quickly.

It wasn't him that was sharing the episode though, it was Tien, sadly. The fact that they spent so much of Tien's episode to highlight Piccolo's smarts instead of finding a way to put him and Gohan in a bind from the start says something.
As for the effectiveness of his plans, they usually fall apart when something completely unexpected happens, something that he couldn't have taken into account and prepared for. That doesn't mean he is not a fighter, or that his ideas aren't first and foremost based on his combat prowess. He is still training after all.

Part of being a good planner is expecting the unexpected or having a backup when Plan A fails.
