As you can see in this image, Goku's entire body, his hair, skin, clothes and aura have changed to a lighter shade than what they were previously at. What is peculiar about this specific Kaio-ken usage, and the one that follows is that these are the only time this coloring change happens. Normally every aspect about Goku stays the same except his eyes whiting out and his normal Kaio-ken aura (not this one) flaring up. Was this a coloring thing that simply didn't come out well once on a black and white coloring scheme?

Sonce my memory is a bit.... terrible, I'll make a few guesses:
1. This could be during his transformation, so the effects just look cooler.
2. Your idea is right and it just got messed up slightly.

It is a page that was in color in the original Shonen Jump Printing, but was shaded back to black and white for the Manga volume releases. That is why the shading is all different, to answer the question..

No, no, no. Someone on MFG posted these once upon a time (someone who has the legal Viz translations) to prove a point to someone else. Since they're exactly what I needed and it saved me from getting up to scan my own volume, I added what he posted to my Photobucket account and then put it here in image form. I own all of Viz's releases myself, too.
Edit: Thanks for the answer, Akira. That pretty much wraps up this thread.
