I remember RZA saying "Dragon Ball Z represents the journey of the black man in America." in his book. Here's an article about it

I think this is what TVTropes would call a 'periphery demographic', because it almost certainly wasn't intentional (since there are very few black people in Japan).

To be honest Tenshinhan could have had darker skin and it would have worked. He's the only one of the original cast I could have seen "changed" into a black character without it seeming odd.

He could have been the same skin tone as King Choppa or Nam back in Dragonball.

Strangely I found this article on the Germans Love David Hasselhoff, which is the trope for when something is way more beloved on some other country.

It is. But Dragon Ball's international popularity is quite notable. It does count if its a major smash hit outside of Japan as well.
