Instinctual reactions of the body without conscious thought are possible in real life, but these still require electrical impulses from the brain to occur. UI is supposed to be about breaking the constraint that the speed of the electrical impulses from your brain puts on your movement speed. Those move at around the speed of light, but an electron moving through your nerves from your brain to your arm at the speed of light can only get there so fast. That was described by Whis as a wall to overcome if you want to achieve speed beyond that. Don't want to sound condescending here, but it would indeed seem that the average DB fan (especially from YouTube) is not smart enough to make the distinction. UI is much more than just reflexes/muscle memory. That's why it was made a thing this late in the series, when lightspeed movement has been established to be a normal thing.
