Gohan was stated to be inferior power-wise after neglecting his training for 7 years so does that mean Hakaishin suffer similar affects from sleeping for decades? If so, has Beerus lost some power from the time he had last trained with Whis? Or are they always the same strength no matter what?

Nothing is ever implied that Beerus is any weaker than he was before because he was sleeping for as long as he did. So I don't think the same can applied to other Hakaishin, given that circumstance.
