What's really the problem is if Sabat would think to cast them & if they'd do it. Sheh, I could see it because she's a regular anime VA, but Strong is a union actress that doesn't do a lot of anime. They could obviously do what they do for Sean & record their stuff in a studio in Cali, but would Sabat cast them & would they do it? This one was for 4 episodes. Anime is usually a nonunion thing unless funded by a big-time studio, like Disney & the Ghibli movie dubs. Plus, due to regulation rules, the actors don't need to be paid royalties for the use of their work in an anime dub. They also got Scott McNeil for One Piece, so I imagine that they have enough for once in a while kinds of things like these. Having Strong in the dub would be for an entire arc or so. I imagine that it'd get expensive at a point, unless she doesn't require as much money as other actors. I mean, they had to have Dameon Clarke go under a pseudonym for Kai, since he's more a union actor. Plus, Troy Baker hasn't voiced Helmeppo from One Piece in forever, though that might be from being in California doing other projects. I'm sure they'll be able to find some good actors to play Caulifla and Kale out of the Texas talent pool. I know in the past, Sabat has listed female Super Saiyans as one of the big things he wanted to see in Dragon Ball, so I like to think he'd put some serious effort into the casting. Funnily enough, Sean also said he really wanted to play an evil Goku, so hooray they both got their wish.
The other thing about Dragon Ball that's both a blessing and a curse is once you get cast in it, you're kind of stuck with it because there will always be video games and spin-offs coming out. I think bringing in union actors from California, or Vancouver, or anywhere else is something that'll only happen for characters who don't appear for long. In terms of budget and logistics, they simply couldn't do it for a regular.
Dameon Clarke coming back for Cell is something that I imagine was probably a favour to Funimation; Cell wasn't around for a whole ton of episodes, and IIRC some of his earliest work was playing Cell, so he did it as a sort of "Last hurrah" as Cell, I guess. I'm probably not explaining this well, but I'm sure you all kinda know where I'm coming from, since he was credited under a pseudonym, and these days usually takes bigger, union work.
Anyway, point is, bigger actors like James Marsters, Tara Strong, or Brian Drummond could definitely appear in roles that aren't huge, recurring roles. Caulifla is probably someone who'll be coming back for quite a while in the series, so I imagine getting someone like Tara Strong wouldn't work out. But, bringing Brian Drummond in for two episodes to play Copy Vegeta is a perfect scenario; it's only two episodes, so they can stretch the budget to make it work, Brian Drummond was probably really stoked to do this, it's a great idea.
I could imagine them bringing someone big like Tara Strong in to play, for example, one of the Kamikaze Fireballs/Maiden Squadron, since they only really are around for a couple of episodes, so if it's a little logistically complex to get her in to do the voice, they only have to do that for a couple of episdes, and the problem of her being expensive largely goes away since, again, it's a two-episode guest spot, similar to the Brian Drummond situation.
Given the fact they're getting James Marsters as Zamas, and they've had Brian Drummond in as Copy Vegeta, I imagine more amazing castings along these lines can be expected in the future for small guest spots. The Tournament Of Power will present a brilliant opportunity for this. Who knows, maybe Steve Blum will play a pride trooper or something. So, we'll see how this unfolds.
One thing just occured to me; if Copy Vegeta gets put in a game like Xenoverse 3, or perhaps as an alternate costume in FighterZ, I wonder if they could bring Drummond in to do that... I would love that so goddamn much.

Except that Dameon came back as Cell in the Xenoverse games & is credited under his own name, which may be because video games have different regulations on pay vs credit, or that it was a union production from the start, given that it's Bandai Namco. It was definitely weird with Dameon, though. From what I've read, people expected Travis Willingham to play Cell, since he was a voice double for Dameon in some of the late-2000s DBZ games. Not that I don't think Dameon hates voicing Cell, or working at FUNi, it's just that he doesn't do as much as he used to since he's in California now. I mean, it's not like other people that didn't come back. It's really weird that they haven't officially announced Marsters as Zamasu, given it's pretty much out there. I mean, they pretty much announced everyone else as soon as the DLCs for their characters came out, but not him. Since DBS is the main product they probably want to save any formal announcement for when it comes to announce casting for the Trunks arc. They can make a big deal out of it like they have Drummond but if they did for a VG DLC it wouldn't feel right as nobody plays DB VG for voice actings lets be real.

I don't think you'd get Tara Strong for a Funimation dub. She doesn't really seem to do anime unless it's a Hollywood-backed production. She's got dual citizenship, so she could've appeared in an Ocean anime dub if she wanted to (like, say, Powerpuff Girls Z) but hasn't.

Well, she's Canadian-born, but lives in LA with her husband & kids, so yeah. She even recorded for Xiaolin Chronicles in Cali, while the rest of the cast was Canadian (as opposed to Showdown, which used an all American cast) to play Omi again. Then again, the same can be said for James Arnold Taylor when Johnny Test was a thing. For PPGZ, there's really no explanation as to why Cartoon Network couldn't have gotten the original cast to play the new versions of the characters. Anyways, yeah, they might be able to get her, but if she's available or with work for the lower pay is another question. I believe Canadian voice talent has always been cheaper than American voice talent, so Drummond coming in for a few episodes is perfectly feasible, but Strong for most of an arc? I don't know if it would be unless she'd take the pay cut & went under a pseudonym, since I assume she's a union voice actress.
