It's not nearly the same thing as, say, a character like Sasami in the Tenchi Muyo! franchise where they act and look exactly like a little girl only for the plot to go 'Surprise! They're actually 1,000 years old or more!'. THAT'S a cop-out to try and allow people to not think it's a loli character when it is. 21, again, is much more akin to Piccolo in that regard, at least I'd say so anyway.For what it's worth too though, I can't help but notice that in-game, she's way more buxom than Toriyama's original design suggests. Part of that is probably due to Toriyama's slimmer style nowadays, but...I think ArcSys might have a hand in making her that way too.
