Plot twist: Jiren has been as powerful as he is now from the very beginning, but he initially didn't know it and certainly couldn't control it. He went out of control and massacred his entire village without even realizing it, then came back to find them dead. The man who raised and trained him did so in order to enable Jiren to control his power and not go berserk again, then brought him back to the village where he intended to tell Jiren the truth about what happened. When the group made it to the village, though, the sight of the village caused Jiren to lose control again and he unknowingly killed everyone he knew, including the man who trained him. The others who refused to accompany Jiren from there out of fear refused because they were the only ones to survive Jiren's subconscious onslaught. To this day, Jiren doesn't know that he's the one who killed his family. Belmod took notice of Jiren's power and kept on eye on him from then on in hopes that he'd be able to manipulate and use him one day; the Tournament of Power finally gave him that chance.

It should just be Belmod, he's the most convenient choice anyways.
He's long since wanted to retire and give the title of Hakaishin to someone else but no one around is strong enough to undertake it so what does he do? He disguises himself and deliberately torments a young Jiren by systematically killing his family and friends at different intervals of Jiren's life thus making the young fighter obsessed with ever-growing strength to protect those that he values, Jiren unknowingly growing in power under the Hakaishin's supervision and eventually surassing him. Belmod even knows all the details of Jiren's story, unless Jiren or Marcarita (using her staff)spilled everything to Belmod then the only other way he could know is by having played some role in Jiren's origins. However since Jiren has repeatedly rejected the offer to become Hakaishin and put an end to the plan, Belmod simply decided to withhold the truth from Jiren and move on to someone else(Toppo in this case).

But you know, for this "Future Trunks Arc" you had to depict Zamasu and Trunks' inner conflict, right? If this was back when I was drawing the manga myself then I doubt if I could have done it. I mean, I'm not very good at depicting the characters' psychology on the page. So this all came together because now I only have to think up the story. [...] On my own, I doubt I would have been able to express Zamasu's fall to the dark side.
