Yes you have to unlock the characters in story mode first

Okay guys I know this sounds crazy but hear me out I’m honestly speculating this, final DLC for the game and they go all out to wrap up the game. We get the new T.O.P CP cards from SDBH8 and a new T.O.P stage in the story mode
(Not arcade mode but story mode) I don’t know why but have a gut feeling on this for some reason and also because all the gods of destructions for the universe’s the participate in the t.o.p all have old caa abilities that are in normal heroes as well instead of the new one. I feel like since they worked so hard on UMX they might do it as big final DLC and that’ll be it till the next port(If we get one) but what do y’all think am I crazy or do y’all think it’s possibly also here’s the new cp cards. http://imgur.com/i6IriBj

It won’t be all but it’ll be close just missing 4 but we would get a lot of new characters, I think they might do it honestl just for the sheer fact they worked on this game so hard and it would be an ultimate final DLC

Ah, my Japanese is not the best and some Japanese user on Twitter was talking about downloadable content, thank you for confirming lol I read bonus from the machine so I assumed he was talking about DLC from the machine. Also guys I’m currently in japan!
