No. Your username is your ID on the forum, not the avatar.

Having the same avatar is like showing up to a party with the same dress. There's no rule against it, but nobody wants to look the same as someone else.

My best guess is that most use Photoshop. However, if the thing you want giffed is in a YouTube video, there's another easy way to make your own gif. Simply take the YouTube video's URL and add "gif" just before Youtube in the URL. For example, take this URL: https://www.youtube.com/watch?v=pxW7HI9BDn8

To make a gif of it, you change that to https://www.gifyoutube.com/watch?v=pxW7HI9BDn8. For some reason, my browser doesn't think the gif generator is safe, so you may have some issues with trying to access the page. You can do the same thing, though, by going to gifs.com (which is where it redirects you to) and copy/pasting the YouTube video's URL where prompted. Here's an example of something I was able to make with this gif generator:
