Exactly. Plus the other Universes that competed may not have had their strongest fighters like Buu didn't participate and he's stronger than literally half of U7. On top of that it doesn't stop stronger people being discovered/ born in other universes. Dragon Ball is clearly not being written by the seat of Toriyama's pants anymore, so some sort of careful planning would be appreciated.
