I'm mentioning perfect Cell specifically, because the other incarnations of the characters had a clear goal that informed their actions.
Super Buu and arguably Kid Buu.
Super Buu is debatable, but I don't think their really is any argument here about Kid Buu, who is literally the incarnation of evil, and doesn't have any objectives beyond destroying stuff.
