Yes, it was stated.

But that doesn't mean its impossible to access.

When Goku fights stronger opponents than those his fought currently(people stronger than Jiren), I'm sure the form will have a resurgence.
I know. I was just agreeing with you by pointing out that Goku not being able to access it was consistent with its previous depiction. Heck, what Goku told Vegeta is more or less the same thing he told him in 110. "I duuno, it just happens."

I think the reason they didn't use Kaioken and Evolution in their spar is really simple. We wouldn't have that lovely image at the very end if they had. :P

I'm under the assumption SSBE and SSBKK20 are the equivilants. It makes sense they are in blue. It's like their comfortable ssj 1 used to be in Z. They don't normally start their fights at max energy. It's safe to assume they are simply not at full strength at that point.

If UI remains it will be the new last ditch attack like spirit bomb. But without the ramp up period(Replaced with getting face pounded till nearly dead. So, he basically has a solo all purpose spirit bomb.). It fits goku's fighting style. It was ironically even triggered by a spirit bomb.

Vegeta wasn't using Blue Evolution because Goku wasn't using Kaioken.
