Rou Kaioshin (Elder Kai who came out of the Z sword)

Why did Rou Kaioshin only unlock Gohan's hidden powers and not Trunks'/Goten's/East Kaioshin's(Supreme Kai) etc...?

Real (most likely) explanation: Toriyama didn't want. Gohan was (not) enough for Boo.

Rou Kaio-shin noted only Gohan's latent ability for being able to pull out the Zeta sword in the first place, thus why he chose to perform the ritual on Gohan even though Goku was the stronger of the two at that point in time. It could have been because there simply wasn't enough latent ability inside Kaio-shin to make a difference in the overall battle, Rou Kaio-shin does state he wasn't made of much in the first place, thus it wasn't worth the time to perform the ritual. After all, it was five hours of stomping around singing a tune, then twenty hours of sitting around.

Well I know you more or less already said this, but to be blunt the only reason he did it for Gohan was because Gohan pulled out the Z-sword. He didn't even mention anything about Gohan's potential and how it was great or anything, he just sorta says "You there, you pulled out the Z-sword, right? Come here, I'll make you the strongest warrior in the univerese."

I'd say the best answer of why he didn't do it for anyone else is simply: no one asked.

If I had my manga on me I'd check, but I remember Rou Kaio-shin saying something before Gohan even began the ritual. I know it was stated after the ritual started that Gohan must have had great potential, that's why it was taking so long.

Plus there's the whole issue of Goku being dead at the time, he literally couldn't go back to the physical plane without supplied life-energy or being revived. Gohan was the best candidate at the time, both because he was alive and powerful enough to pull the Z Sword. Anyhow, as to why only Gohan had his latent power arisen, I take into account the fact that he's always had the most powerful hidden potential. Hell, if I remember right, Elder Kaioshin had to go longer than the already-necessary 25 hours to bring him to his peek. Goes to say something about Gohan.
