Putting aside "there is no canon" for now... yes, Elder Kaioshin did give a vague warning about over-using the Dragon Balls in the original manga. Although at that point he only spoke in a general "it's not right to mess with the natural order of things" sense. It wasn't until GT and its Shadow Dragons arc that there were any actual repercussions for it.

As for canon - I agree, recently the notion of canon is being somewhat eroded, as is usual with anime series with no mangas to go off of. Still, I suppose there is still a main continuity at the very least

He did say that in the manga (which has already been pointed out) so hopefully it's something Toriyama revisits like he's doing with Broly.

I always took that as an old school Kai type of perspective on the dragonballs being interfering with the natural balance of the universe...not a warning about them gt fans need to pump their breaks and understand so far there are no consequences for the use of the dragonballs.
