I remember that a General Red and "Cut-man"(Sorry for bad English!) black in Saiyaman saga was it a filler or canon characters?
Re-used character designs, most likely. Are you talking about the circus performers/managers?

Nah, the farmer died. They just reused his design (just as they did with Red and Black and countless unnamed extras). Actually, the farmer darkels through time and space, like Flagg from the Stephen King universe. He exists in every era, a mysterious figure of enormous power. He also survived a direct blast from Number 20, during a filler scene. He is ki blasted but ends up only hanging upside down from a tree, asking Krillin for help.

Actually, if I recall correctly, we don't know if the farmer died or not... in the anime. Correct me if I'm wrong, but don't we just see the bullet go through his gun in the anime? Because in the manga, he is clearly hit and bleeding. But I remember going through the scene frame by frame and not seeing any indication that he'd died.

In the anime the bullet goes through his chest as blood spurts out knocking him back into his truck which has the same bullet hole through it. Actually I just checked up on the scene and you were right it knocks his gun away and there was no blood but you clearly see the bullet wound him.
