Can Goku teach Vegeta, Gohan ultra instinct?
Is it possible for him to teach it to them, maybe not because he says he doesn't know how to use it maybe he is just sandbagging...

Whis has been trying to teach it to Beerus for who knows how long, and he hasn't mastered it yet. So I doubt it.

Yeah, I wouldn't think it'd be possible for him to teach it - at least right now - because of the really specific circumstances that let him use it.
After all, like you said, he did claim he can't use it at will anyway, so it'd be pretty hard to teach other people how.

No as he himself doesn't know how to use it and it doesn't seem like something that's teachable.

It follows the same line of thinking as Kami's training according to Roshi, right? Well in that case, I think the humans would have a more stable foundation for learning Ultra Instinct. Obviously it's not going to happen for reasons that only the creator knows. Maybe they can cite Piccolo's merging with Kami and the acquisition of his knowledge as a springboard for Gohan undergoing training to grasp autonomous movement. I personally just want to see someone besides Goku and Vegeta have an opportunity to gain these new skills.
