Why didn't Roshi train to prepare for the Saiyans?

That's just conjecture. Muten Roshi didn't fail to defeat Daimao due to plot. He was old, not as strong as Piccolo and the Mafuba is dangerous. It was all organic.

That's true as well. Really Roshi, Krillin, and Tien weren't needed.

That's true as well. Really Roshi, Krillin, and Tien weren't needed.
I kinda enjoyed seeing Krillin and Tien being selected to represent Universe 7 (NOT the Tien recruitment episode with Roshi being stronger than him.. TF?) as it was a nice homage for their character's cycle that began in the original Dragon Ball. Seriously, Roshi was needed to be replaced by EITHER Buu or Yamcha.

In the Saiyan Saga, Roshi believed he had reached his limit.

In the intervening years, he saw the others (particularly Goku) surpass their own limits time and again. So he realized he was wrong, and resumed training.

This is explicitly stated during the ToP. It's not a retcon, a plothole, or inconsistent with earlier events.
