Goten was grown up in GT. GT is a part of the Dragon Ball Franchise, and unlike in western-forums, Toei acknowledges it up to this day.

In-universe: In the Jaco manga, Jaco tells Omori and Tights that Saiyans have a very long childhood followed by rapid growth. The manga came out after Battle of Gods so I wouldn't be surprised if that was intended to explain why Goten and Trunks are still small in that.
Out of universe: I think Toriyama might just be worried about making the characters too old, so he goes the opposite direction and makes them younger than they probably should be. Look at Bulma. She's still an adult obviously but she looks like she's in her 20s. Tights too.

It's funny you mention that because I recall Toriyama stating in an interview one of his things he regretted the most about the original story was making the cast too old in the finale.

That's what I was thinking of but I couldn't find the interview where he said it.

That's what I was thinking of but I couldn't find the interview where he said it.
Which creates an add thing he has in common with Frank Miller where both of them weren't afraid of writing protagonists in more advanced ages then go about de-aging them when they themselves have become older men. Roshi's continued inclusion in things way beyond his ballpark might as well be Toriyama wagging his cane in the air and telling us darn dirty kids that old people can do stuff too.

How the Black Arc Should End (by Lightbing!):

Absolute Zamasu(my name for their fusion) wins. He fulfils his utopia and dwells in his loneliness(x amount of time for this to happen). He starts to doubt of his achievements, Goku's body influences him to seek out challenges but there's nothing. Perfection becomes a curse. Absolute Zamasu starts to dread his existence and presents himself to the Omni-King, detailing on his actions.
Using his powers the Omni-King restores everything to the moment before Goku and Vegeta perish, humanity's last barrier. Zamasu concedes. He ask for forgiveness(mainly to Goku, Gowasu and Trunks) and understands that his justice isn't justice at all. He asks for judgement and the Omni-King delivers.
Trunks is forced never to travel in time ever again, all the time-machines are destroyed.

DBS relied on iconic looks for the characters. The bulky Trunks grew his hair when it was only supposed to get spikier from being long in the Cell arc. Vegetto didn't change his attire due to Vegeta's being different prior to fusion when it mattered in the Boo arc. Goten and Trunks remained kids because there was no important event to justify their growth. Gohan was a pre-teen to signal his importance and change in personality in less than a year. If the narrative doesn't support it, then it might as well keep the characters as they are, otherwise skip a few years for their next design.
