I think just Whis being present on the battlefield isn't as bad as Beerus being present because Beerus can actually take action. It was him scolding Freeza and Freeza's subsequent grovelling that destroyed the tension in RoF. Meanwhile, I feel like with just Whis there, Broly could literally blow up the entire planet and Whis would be like "welp, one born every millennia."
The lack of involvement from the other characters is fine. They were up front about this being a Saiyan story centred around Goku, Vegeta, Broly, Freeza and their connected history. While Piccolo, Krillin and yes, Gohan would be nice to see, their presence isn't required for the type of story being told. We literally just got done with the Universe Survival Arc which gave the extended cast possibly the best showing they've had in at least two decades. And while it's easy to say Toriyama doesn't care about anyone other than Goku, Vegeta and Freeza (and Beerus and Whis and Bulma), it's worth noting he chose the lineup for the ToP, which was the same as the lineup for Res F but with Jaco swapped for the Androids. Basically, he can use a bigger cast when he wants to.

I guess the question now is why didn't they get Roshi to take the field and show Broly how its done.

At least they're going with fusion dance tutoring consistent with the manga, where Piccolo helped demonstrate it too. Much better than in Fusion Reborn where Goku just showed it to Vegeta on his own (or Vegeta knew it all along, can't exactly remember)

Though I am still excited about Gogeta (and especially Goku & Vegeta going the Fusion dance specifically) I do feel a lot of what they are doing is too similar to movie 12. Only the Piccolo aspect sounds different and that so far is the part that sounds the most fun to me.
Heck even in movie 12 Gogeta fought Janemba in sort of another dimension.
And there is a Heroes card where Goku calls Vegeta which makes me think Goku will again be the one to suggest Fusion to Vegeta. But why not change it up and have it be Vegeta. He might not know the Fusion dance but he sees Goten & Trunks do it all the same.

I am not saying this movie will be bad, but people should have their own opinion and not like it just cause it's Dragon ball. I does sound like RoF tho and I am not happy about that. Sucks that I am not like Ajay who's mostly watching cause of the animations and art.

There was originally 3 hours script for the movie but got cut down to 1 hours and 40 mins (is that right?) betcha those part got cut probably has goten, trunk, krillin, some others for a cameo just never know and it might end up manga with left over script or on tv series if they gonna make a long ass ep list for that before a new arc after broly

I guess Whis interfering is mainly to cause distraction so that Goku and Geets can have enough time to perfect and perform the fusion dance. It would also seem Whis' UI is way more advanced or higher level than Goku's judging by how easily the former can toy around with a "at least" Jiren level foe.
