No, he didn't. Goku was alive at that point, and was prepared to fuse with Gohan in order to take Buu down, so the next gen thing doesn't even matter at that point. He was even ready to go fight Gotenks Buu before Shin suggested they fuse with the potara. If Goku could've beaten Piccolo Buu, he would've said such, or, he would've attacked him. When Goku fought Majin Buu, he was no longer of that world, so it's different. Also; saying Goku is as powerful as Gohan, means; Goku is also stronger then Super Gotenks, which he's not.

Another thing; the example of Goku wanting to avoid fighting base Super Buu, when he was with Vegeta, is the best point that will help you understand the difference between Goku and Gohan's powers. Goku believed they would need fusion to beat Super Buu; Gohan beats the shit out of Buu, using little effort. That tell's you Gohan is more powerful then SSJ3 Goku.

Gohan was only more powerful in the sense that the power would not burn out like SSJ 3 would. Goku showed no fear of Piccolo Buu. He was going to let Gohan defeat him as a courtesy.

He was going to directly attack Gotenks Buu to save the life of his son. Letting the next generation take care of things was a luxury he did not have. Gotenks was absorbed and Gohan was being beaten badly. If anything he took Piccolo Buu far too lightly.

I disagree. The old Shin said "He would make Gohan the strongest", and Gohan, along with Shin and Kibito, felt SSJ3 Goku's power when he transformed. If Gohan was weaker then that, they wouldn't have been confident that he would beat Super Buu. Also; Goku knows the power of fusion, and believes that the fusion would be more powerful then his SSJ3 power.

Gotenks before the training is difficult to decide. After the training, however; SSJ Gotenks should me superior to Goku in power. Piccolo acknowledged that they powered-up a lot. We know Super Gotenks is more powerful then Goku, and that automatically makes Gohan more powerful then SSJ3 Goku. Energy drain or not; you have to look at the fact that he wanted to avoid fighting Super Buu without fusion. This is the same Buu that get's his ass kicked by Gohan, using little to no effort.

I don't really get why people continue to insist Goku's anywhere new Gohan's power. Goku admits that SSJ Gotenks is stronger than him and we already know that Gohan is leagues beyond SSJ Gotenks. On a scale of 1 to 10, If SSJ3 Goku is 1 then SSJ3 Gotenks is 6 and Ultimate Gohan is 10. 1 is no where near 10.

Or maybe I'm thinking of him mentioning that SSJ3 Gotenks is stronger than him... it's been a while since I've seen the series.

He tell's Piccolo the fusion will be more powerful then himself; which implies that Gotenks potential power would likely be greater then Goku's. Gotenks (pre-rosat) might be slightly weaker then him. But, I think SSJ Gotenks (post-rosat) should be significantly more powerful then Goku. He saw the power of fusion; so he knows what it's capable of.

Also; Piccolo was going with Goku's notion of the fusion being more powerful then his SSJ3 power. Piccolo was impressed with Gotenks power before they trained, but not as much as he was after they trained. I doubt Piccolo would've had any confidence that Gotenks could do anything against Super Buu, if he was weaker then Goku. Buuwasn't takin him seriously, yes. However; that still doesn't mean Gotenks isn't more powerful then Goku.
