Why is Broly so much stronger than Kale?
Obviously I'm referring to the new DBS Broly.
They both have the same type of forms and just recently discovered them (if anything, Kale has more experience with her transformation).

Toriyama said it's possible that other Saiyans can achieve SSJG but battle power will still vary among them.
Broly was born with a high battle power, even tho Kale has the same form doesn't mean their might will be the same.

It seems like Broly actually has experience and training with his power, whereas Kale just sort of stumbled into it. She also held back her massive power for a long time because she lacked confidence ala Gohan, whereas Broly would have had no problem using it to survive.
He's also much older than her. In the continuity, isn't he around Vegeta's age (minus time chamber shenanigans obviously)? Kale's only like a teenager.

Both Broly and Kale know how to fight, I believe Kale has a lot of skill and experience in the manga, but she never unleashed her true power because she didn't want to take Caulifla's place and same goes for Broly in DBS he never unleashed his true power until he met Vegeta, Goku.
Their power really depends on a lot of things... I don't think you can find an answer to that.

Because Broly's Base form is immensely stronger than Kale's presumably because he trains more and has higher dormant power. Also, while Kale's power increases during battle, Broly's power increases dramatically more so in battle.

Because they're different people. The forms boost/multiply individual's strength, and every individual has different strength.

Sort of like how F. Trunks and Kid Trunks. Both are the same person, however raised in much different circumstances. Had K. Trunks been raised in a shitty world like his counterpart, he’d probably be blue level now. But he wasn’t, he has been raised in a time of peace. And if any real threat arrives either his dad or Goku deal with it.
Kale and other U6 Saiyans haven’t had to struggle for anything. In there universe they are beloved and flourishing. This can explain why they’re bases are so insanely strong because all they do or knew of was training in base. But outside or training and maybe facing off against frieza level threats. They ain’t got nothing to worry about.
While Broly has been stranded on a dangerous world for 40+ years. Yeah, he is probably wayyyyyyy stronger than anything there. But you have to remember he had to struggle in the beginning. Look at his scars. And for free time to prevent boredom or getting eaten, all he does probably trains. Trains all day and all night.
Also add his higher power level and bigger potential. It makes sense.

Also u7 Saiyans and u6 Saiyans are biologically different, that would be enough of an explanation already.
But they are:
1. different people
2. different sex(Saiyan biology is a mystery to us, but sexual dimorphism is a thing)
3. different races
4. probably different ages(Kale appears to be about the same age as Caulifla, who in turn is younger than Goku enough to call him "old man" and Broly is as old as Goku)
5. different growing conditions
Frankly, it would be weirder if they were similar in power
But they are:

There are probably a number of reasons why both versions of Broly are stronger.
1. Gender, males are more muscular than females and thus are on average stronger. The gender could also explain why Kale's mastered LSSJ form is not as bulky as the normal LSSJ.
2. Age and Experience, Both versions of Broly are the same age as Goku and thus have a lot more experience in battle and more chances to boost their strength.
3. Power Levels at Birth, Broly no matter which version you use was born with an unusually high power level and that helps. Kale does not seem to have had as unusually high a power level. Or maybe she did but hasn't had the chance to improve it much.
4. Fan Service could be a reason.
5. Tails, the fact that both versions of Broly have tails, but Kale does not.
6. Anger, it could also be due to the fact that Broly, has a real problem controlling his temper, even in his base form, no matter which version of Broly you look at, he always has a thin restraint on his rage. Kale is more timid and reluctant than fiery tempered.

Actually her mastered LSSj form is just as bulky as her regular SSj form, the only differences being the green hair and aura. Kale's "Mastered" form is SS2.
And her berserker form is much less muscolar than Broly:BR's Full Power SS
If anything, Kale's Buff Form is more similar to Broly:BR's normal Super Saiyan form in terms of aesthetics
Also: males being bigger\more muscolar is far from being a universal truth in sexual dimorphism.

Also, before the conversation about musculature and sexual dimorphism goes anywhere ugly, it's worth noting that muscle size basically has no bearing on actual strength in Dragon Ball. If it did, Nappa would be the strongest fighter, narrowly beating out Spopovich and Grade 3 Trunks. They would all band together to steal Beerus, Freeza and SSG Goku's lunch money.
I think everyone else has summed it up well: age, experience, environment. The relationship between Broly and Kale isn't much different from Vegeta and Cabba or Goku and Caulifla. It would be interesting to see them meet.
