It's already been privately confirmed/discussed that a new anime is in the works. It has been said that the anime has been in production since at least October. The anime should be announced soon, and should most likely air in April.

It's all marketing strategy. They have a movie literally a matter of weeks away from releasing internationally, if they announced Super's return to TV, that would dominate discussion, and they don't want that.
I feel April is too early, Kitaro will run for 50+ episodes, I suppose it could tie up at 51, but I feel July is better, and that also gives them sufficient time to distribute Broly further, and provide more much needed pre-production planning.

-Heard there was a per-production since October from a youtube name AnimeAjay
-Geekdom101 who went to red carpet during DB:Broly movie premier and met head of director of DB for Toei. (he admit that on youtube)
-There is a chance DB could be returning on one of those month - April / July / October (Geekdom101 mention those 3, AnimeAjay said April as he believe.)
-Jump Festa was weird as fuck, even day before that happened Toei (I believe?) pull DBFZ game out of tournament and banned for whatever reason
-According to AnimeAjay mention about "Time Slot" for DB to fill room to aired 9am in Japan while it would be like 6-7-8-9 pm in US (not sure for other country time)
-Geekdom101 mention in his youtube that head of DB director Akio Iyoku met Toriyama earlier last week (just before Jump festa was around the corner) must've know something going down.
-Kitaro show was taking DB slot since around March where 130 ep was the end, however that show still airing until July 2019 according to AnimeAjay

If memory serves, it was announced just a couple of weeks before it aired. In June? Anyway, the international release only happened when Daisuki.net added DBS to their list, and by that time it was already done with the Future Trunks arc. This is actually one of my main concerns when it comes to a new DB series. Who is going to stream it? Does Crunchyroll have to renegotiate? Indeed. One could argue what's the most profitable moment. I rather see it as a chance for the new anime to profit from the promotion / reviews / talks about the movie than the movie getting less attention because of it. The movie at its turn could profit from the announcement of the new anime. The two announcements could perfectly strenghten each other.
I mean, a few days to weeks after the premiere, IS a very good moment, all eyes are set on Dragon Ball, there are interviews, journalists are talking about it ..., if they 'could' mention a follow-up anime in their reviews, what better promotion would TOEI have? If they get the main stage of Jump Festa, they might as well use it to promote the anime if it's coming anyways. For some people, the movie may be more appealing knowing there is an anime following straight ahead and this renewing style will get an immediate follow-up up during a full-running anime.
A few months before the premiere of Broly, it 'may' have distracted attention from the movie for 'the main audience', now i don't see any real fundamental objections to announce the new anime on JF, in the contrary. If they have started in October with preparations, they probably are on schedule, that wouldn't give a real objection either.
Unless, they are teasing us on purpose without actually showing anything, hoping to gain a bigger effect within a few months.
For all clearence, i am not saying here Ajays sources aren't correct or anything like that.
The man was surprised himself, he knows more than we do what's going on behind screen.
I have taken notice of this at first sight irrational behaviour which surprised the community and trying to give some explaination, to a behaviour which is in reality of course very rational, as there is a very well-thought marketing strategy behind this all.

That would definitely be the best move for everyone involved, as the dubs aren’t as popular as they could be because of people watching subs and some countries block Crunchyroll so people have to watch illegal streams, or people do it because they don’t want to pay for a subscription.
