Given that Goku and Vegeta were significantly weakened prior to fusing, is it possible that Gogeta technically was not operating at 'full power'..?

To be fair that’s something pretty unique to Black. Zenkai stopped being relivent passed the Frieza arc for the normal saiyans. Also I somewhat head cannon, although it is based on stuff stated in the Buu arc, that his Super Zenkai is another factor, one of a few, that’s affecting Merged Zamasu and making him unstable. So it did have its limite in the end.

I find the trope offensive because I don't like the idea of someone being declared inherently evil because of their race. It's a terrible way to generalize a group of people and in general it's just lazy writing. Clearly Toiryama agrees because overtime he's changed the story to make them more sympathetic. Rather than Saiyans just being born evil, the evil ones rank higher in Freeza's army because they don't care about others while the others are sent away or killed. well generally speaking, old people are past their prime and not particularly strong. I personally like it. Adds a sense of reality to the whole concept of Freeza’s army and how he’s trying to build it back up. I called it that Gogeta, Bardock, and something Broly related would be in the movie before it was even announced that it was a Broly movie.

I'm going to South Korea at the end of february which means I will get to watch the movie there. I live in Denmark so nothing here! It will most likely be in Korean with no English subtitles but it's all good.
